FAA Options for Hiring Students
March 2005
Option #1: FAA has several different hiring flexibilities to attract students to the agency through the use of internships, temporary appointments, summer employment programs, and other employment and hiring initiatives. Listed below are the hiring options, which are paid opportunities available for students. These options are posted at: http://www.faa.gov/careers/employment/student.htm

* Minority Serving Institutions (MSI) Intern Program/Outstanding Scholars Program
Background: The Office of Human Resource Management (AHR) has established specific policy guidance under the Human Resource Policy Manual (HRPM) and the Human Resource Operating Instructions (HROI). This guidance, On-the-Spot Hiring, prescribes the procedures for hiring students through the use of the special appointing authority. Ref. http://www.faa.gov/ahr/policy/hrpm/emp/emp1-10, and

FAA Requirements: FAA permits the use of the Special Appointing Authority (On-the-Spot) for permanent or temporary (time-limited) appointments under competitive or non-competitive procedures. Summer appointments, which are temporary in nature, are subject to all requirements/conditions governing permanent excepted employment, including qualifications and suitability. Students can be hired and processed on a weekly basis.
Student Requirements: Must be U.S. citizens, a ½ time student, and successfully complete a background investigation. Must meet the agency's policy on nepotism and maintain a 2.0 GPA on an average scale of 4.0. Must be enrolled or accepted in a diploma, certificate, or degree-seeking program at an accredited institution (e.g., high school, vocational, or technical school, associate, baccalaureate, or graduate program). Must provide a schedule of classes that are career-related and a college transcript and resume.
Academic Requirements: A student intern program requires a written agreement by all involved parties (agency, school, and student). Students can be appointed during specified times throughout the academic year, can work full-time or part-time, can work unlimited hours per week, and must have work-related activities that align with the students' academic goals.
Option #2: FAA participates in student volunteer work experience programs to attract potential students to the agency through the use of uncompensated/non-pay status activities. Listed below is an opportunity available for students in high school, vocational, or technical school, associate, baccalaureate, or graduate programs.
* FAA Volunteer Service Program
Background: The Office of Human Resource Management (AHR) has adopted similar policy guidance for the Volunteer Service Program, which is covered by the same provisions that apply to Volunteer Service in other federal agencies. (Ref. 5 USC 3111, 5 CFR 308)
FAA Requirements: Volunteer service will not be used to displace any employee or to staff a position. Volunteer service provides educationally related work experience assignments to students.
Student Volunteer Requirements: Students must be U.S. citizens and at least 16 years old. Students who participate under this program are not federal employees for any purposes other than injury compensation or laws related to the Tort Claims Act. Volunteer service is not creditable for leave accrual or any other employee benefits.
Student Volunteer Academic Requirements: A written agreement by all involved parties (agency, school, and student) is required. Students can be appointed during specified times throughout the academic year, can work full-time or part-time, can work unlimited hours per week, and must have work-related activities that align with the students' academic goals.

Option #3: FAA participates in several outreach programs for attracting students to the agency through the use of Aviation Education Program and other similar uncompensated/non-pay status activities. Listed below are opportunities available for students (K-12) in elementary, secondary, high school, vocational, or technical school.
1. FAA Adopt-A-School Program
2. FAA Aviation and Space Outreach Program
Background: The FAA has a partnership agreement in existence for the Adopt-A-School Program. The FAA has had formal partnership agreements in existence for the Aviation and Space Outreach Program and has issued national policy under DOT Order 1250.2A, Aviation and Space Education Outreach Program (www.faa.gov/education and http://interarc.faa.gov/aved). Ref. Public Law 101-610, National and Community Service Act of 1990, Section 182, Partnerships with Schools, directed agencies to involve employees in a broad range of partnership programs with elementary and secondary schools.
FAA Requirements: Establish a Civil Aviation Information Distribution Program, with available resources. Establish a partnership agreement with school; provide national guidance and oversight. Maintain FAA's Aviation and Space Education web site. Participate in well-structured programs; expose the students to careers in aviation. Participate in lectures, demonstrations, and site visits to local FAA facilities.
Student Requirements: Students must sign-up with their academic institution and have temporary student ID cards issued by their school.
Academic Requirements: Partnership agreements must be established. A list of participating students must be maintained. Joint ventures are established with the agency for the coordination of ½-day activities, lectures, and other aviation education events.
